책에서 본 문장인데 구조가 궁금해 질문드려요.

밑줄 친 부분에서 surprising과 quite contrary to가 형용사인데, 중간에 and 같은 접속사가 없어도 되는 건가요?
“surprising and quite contrary to”처럼 써야 맞는 건지 설명 부탁드려요.
