영어 문법 문제, 제가 고른 답이 맞는지 봐주세요

문법적으로 틀렸거나 어색한 부분을 고르는 문제인데 제가 푼 게 맞는지 궁금해요.
“now working parents who do not want to use daycare centers but whom cannot afford a private nanny may see their options grow narrower still.”에서 but whom이 왜 틀린 건가요? 다른 부분이 답일 수도 있을까요?
“also not out of the ordinary is the fact that many of the patrons here are japanese tourists, hailed from a country that bans residents from owning.”에서는 not out of가 어색해 보여서 골랐는데 맞나요? hailed, bans, owning은 맞는지 궁금해요.
“giving overwhelming approval to institute the policy by parents and administrators, the school superintendent has no intention of backing down.”에서는 giving과 to institute가 헷갈려요.
approval 다음에 of 동명사가 온다고 생각해서 그 부분을 골랐는데, 다른 부분도 설명 부탁드려요.
