about의 목적어니까 의문사 + 주어+ 동사

어순이 되어서 what europe didin-유럽이 한 것 이라고 해석해야 되지 않나요?

그리고 that은 demoracrats의 주격 관계대명사로 쓰인것이 맞나요?
