is and is 에서 뒤에있는 is 의 주어

밑에 있는 문장에서and 뒤에 is가 있어서 그런지 and뒤의 is의 주어가 the market이 아니라 millenium park라는데 왜그런지 잘 모르겠어요..ㅠㅠ
